Allow Campaign Editors to Manage Contact Custom Fields

Currently, Campaign Editors can view contacts but cannot create or manage contact custom fields in the CRM. This permission is limited to Admins.
Campaign Editors who help manage donor or participant data often need to create new fields (for example, tracking shirt sizes, dietary restrictions, or volunteer roles) without having to ask an Admin each time. This limitation slows down their workflow and adds extra steps for teams.
